NetStar-1 was engaged to support the establishment of the first U.S. Citizenship and Immigration Services (USCIS) Office of the Chief Information Officer (OCIO) (now known as Office of Information Technology (OIT)). NetStar-1 has been an integral partner in all OIT key initiatives and USCIS IT Transformation Program planning and projects. Our management and consulting experts provide USCIS OIT with a full range of program management, technical advisory, and acquisition support services, from budget execution and formulation, to program management, acquisition support services, and contract management. NetStar-1 continues to be a key partner to USCIS. For example, NetStar-1 has recommended various incentive concepts, and continues to advise the USCIS Chief Information Officer on acquisition best practices and compliance with procurement policies, laws and regulations.

Department of Homeland Security (DHS) U.S. Immigration and Customs Enforcement (ICE) Office of the Chief Information Officer (OCIO) Atlas Program: Program Management Office (PMO) Support

The Department of Homeland Security (DHS) U.S. Immigration and Customs Enforcement (ICE) Office of the Chief Information Officer (OCIO) Atlas Program is the principal modernization program for improving information sharing across ICE. The multi-year program consists of eight projects that incorporate back-end network upgrades and data integration. The Atlas program provides interoperability across ICE and other Federal agencies and required a partner that would support a dynamic Program Management Office. ICE OCIO turned to NetStar-1 (formerly PMC) to provide full operational support to all program objectives. Our overall operational approach to Atlas program management was based upon Project Management Institute (PMI) guidelines as described in the Project Management Body of Knowledge (PMBOK). NetStar-1 management specialists guide intensive program and task-level planning, execution, and control to ensure on-time, on-budget, in-scope delivery across projects.
